About  IRENA:
IRENA is an inter-governmental organization, mandated by Governments worldwide to promote the widespread and increased adoption and sustainable use of all forms or renewable energy. It facilitates and analyses the sharing of best practices and lessons learned regarding policy frameworks, capacity-building activities, available financial mechanisms and relevant technologies on renewable energy.

Data and information, both quantitative and qualitative, are a foundation of good decision-making and encourage action to advance the energy transition towards a sustainable future. The renewable energy field is rapidly evolving and significant deployment is relatively recent. As such, related data and information are scattered and not harmonised. IRENA’s unique mandate and near-universal membership place the Agency in an ideal position to become the centre of excellence for global renewable energy information.

Job Overview:
IRENA is expanding its capacity for the systematic collection, harmonisation and dissemination of the relevant data and information, by forming constructive, inclusive partnerships to gain access to primary data sources. IRENA improves the quality and reliability of renewable energy data and will make this information accessible on a single user-friendly global renewable energy Knowledge Gateway.
In 2012, IRENA and the International Energy Agency (IEA) agreed on collaborating to develop a joint renewable energy policies and measures database. The joint IEA/IRENA Renewable Energy Policies and Measures Database is the most comprehensive country-validated repository of policies and measures world-wide, providing policy makers, researchers and the general public with accurate, timely, easily accessible information on renewable energy policies and measures.

Job Requirements:

Qualifications:
  • Education: Advanced University degree (Master’s degree or equivalent) in energy policy, energy economics or relevant energy-related social science discipline. Focus on renewable energy is a plus. 
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
  • A minimum of five years of progressively responsible experience in the renewable energy sector, some of which should be at the international level. 
  • Experience in dealing with renewable energy policies, knowledge management, and knowledge products.

Language: 
Excellent command of both written and spoken English. Knowledge of other languages is an asset.

Job Duties:
Under the overall guidance of the Director of Knowledge Policy and Finance Centre, the Programme Officer, Knowledge & Policy is expected to be responsible for the Joint IEA/IRENA Renewable Energy Policies and Measures Database, and will perform the following duties:
  •     Maintains, expands and improves the database, including data collection, regular input calls to IRENA Member Countries, and expert validation of the information;
  •     Analyses the database contents and produces cutting-edge knowledge products on RE policies and measures including reports, briefs, country fact-sheets and tailored outputs in support of IRENA’s policy work and other activities;
  •     Liaises with IRENA Member countries and the International Energy Agency on all aspects relevant to the database;
  •     Ensures the seamless integration of the database within the IRENA Knowledge Gateway;
  •     Contributes to and supports the work of KPFC’s policy unit;
  •     Initiates collaboration with other relevant entities interested in contributing to the database and maintains a network of stakeholders;
  •     Undertakes outreach activities to ensure the dissemination and widespread use of the database in coordination with IRENA communications unit;
  •     Ensures close links with the other IRENA Directorates in particular addressing information request on RE existing policies extracting the information from the database;
  •     Keeps abreast of trends, key topics and initiatives in RE policies and measures to contribute to the knowledge management for the organization;
  •     Assists in the planning and coordination of Work Programme of the Division and contributes to its successful implementation;
  •     Prepares various written outputs- background papers, analysis, substantial sections of reports and studies, inputs to publications;
  •     Manages consultants and contractors as required;
  •     Performs other duties as required.

IRENA reserves the right to appoint a candidate at a lower level than the advertised level of the post.

(currently 71.5% of the Annual Net Salary), Dependency allowance (US$2,929 per dependent child p.a), non-removal allowance, if applicable (US$2,150 with dependents, US$1,620 without dependents p.a), medical insurance for staff members and dependents, Rental subsidy (currently 45% of the annual rent up to a maximum ceiling of AED 160,000 p.a), Provident Fund, and other entitlements as applicable.
