About IRENA:
IRENA is an inter-governmental organization, mandated by Governments to promote the widespread adoption and sustainable use of all forms of renewable energy. It facilitates and catalyses sharing of best practices and lessons learned regarding policy frameworks, capacity-building, finance mechanisms and other relevant measures for accelerating and expanding the demonstration and deployment of renewable energy technologies.

IRENA promotes technology cooperation among all major regions of the globe to strengthen and enhance the capabilities of developed and developing countries to plan, build, operate and maintain growing systems of renewable energy technologies for electricity generation, transport, heating and cooling. The technology cooperation is carried out through initiatives such as the Global Renewable Energy Islands Network (GREIN), the Africa Clean Energy Corridor, and a public-private partnership to promote the use of renewable energy technologies on minigrids. to support expansion of renewable energy systems throughout the developed and developing world.

The Global Renewable Energy Islands Network (GREIN) aims to share best practices for physical and virtual islands to introduce renewable energy sources that can displace distant and costly fossil fuels, by working with interest clusters on grid integration of higher shares of renewables on island power grids, renewable technology roadmaps for islands, application of renewable technologies for island tourism, and renewable resource assessment, renewable desalination systems and waste-to-energy systems for islands.

The Africa Clean Energy Corridor aims to accelerate the uptake of renewable power plants through five pillars of action: zoning to cluster renewable power plants in areas high renewable resource potential and transmit their output to load centres; planning to include greater shares of cost-effective renewable electricity in the generating mix; enabling investment and financing by opening up markets and mitigating risks; capacity building for the skills to build, plan and operate power grids with higher shares of renewable power; and public information to raise awareness of the Corridor’s benefits to Africa’s people.
The minigrids initiative aims to examine the potential of “hybrid” systems in which renewable power plants are combined wit  diesel power plants to provide affordable  electricity generation in remote areas such as islands and rural Africa which lack access to a regional power grid.  Both brownfield systems, where renewables are added to existing diesel plants to reduce the costs of electricity generation, and greenfield systems, where a new hybrid system is built to provide affordable electricity, are of interest. Aspects to be examined would be the share of renewable electricity generation that can be achieved in a cost effective fashion while maintaiing reliable service, the most effective mix of renewable generating opotions and storage technologies to reduce the intermittency of supply, and modalities for creating markets and facilitating finanance to enable investment in minigrids. Potential for the later integration of minigrids into larger regional grids may aso be considered.

Job Overview:
The Division of Administration and Management Services is responsible for providing the Secretariat with an efficient support in managing its human and financial resource and ensures effective and timely delivery of Human Resources, Information Technology, Procurement,  Financial, Travel and General services.

The Information and Communications Technology (ICT) section provides a broad range of solutions and services to IRENA offices by enhancing technology to achieve the work programme targets. ICT works on strengthening service delivery operations aimed at enabling staff members, Members and other stakeholders to connect and share knowledge continuously.  ICT targets to improve work efficiency with the newest tools, technologies and applications to increase transparency and accountability in the organisation.

Job Requirements:
Professionalism:
Familiarity with technical assistance programmes and understanding of how to negotiate grant applications for energy projects or studies;strong understanding of the role and potential of renewable energy technologies and their applications; proven ability to engage with a wide range of public and private partners and to formalize means of collaboration with such partners.

Has excellent drafting ability and communication skills, both oral and written; creates and promotes enabling environment for open communication; listens to others, correctly interprets messages from others and responds appropriately; demonstrates openness in sharing information and keeping people informed.

Qualifications
Education:


  • Advanced university degree (Master degree or equivalent)  in engineering, energy, or other relevant field. A first level university degree in combination with qualifying experience may be accepted in lieu of advanced university degree.

Experience:
  • Minimum of five years of progressively responsible experience in administering technical assistance programmes, applying for technical assistance grants, dealing with bilateral or multilateral funding agencies, establishing and coordinating public-private partnerships, and/or structuring and implementing international collaboration with governmental and non-governmental organizations. 
  • Specific knowledge and experience related to grant application processes is extremely desirable. 
  • Knowledge of renewable electric generating technologies, including their cost and performance characteristics on power grids, is also desirable.

Language:
  • Excellent command of both written and spoken English is essential. Knowledge of Spanish and French would be an advantage.

Skills:
  • Good knowledge of MS Office with emphasis on Word, Excel and Outlook is necessary

Job Duties:
Under the overall guidance of the Director of Country Support and Partnerships (CSP) Division, and the direct supervision of the Senior Programme Officer for Technology Cooperation, the Programme Officer will be responsible for the following duties:
  •     Coordinate and work with networks of individuals and institutions that can help accelerate the deployment of renewable energy technologies, within the mandate of the work programme and the fold of IRENA initiatives on Global Renewable Energy Islands Network (GREIN), Africa Clean Energy Corridor, Renewables Readiness Assessment Practitioners Network, among others.
  •     Collaborate with relevant institutions/organisations to obtain substantive inputs to help assess the potential of deploying renewable energy solutions for, inter alia, enhanced energy access and energy security.
  •     Collaborate with partners to assess the economics of planned hybrid minigrid projects and the enabling frameworks to promote them, to synthesize findings on the share of renewables that can be provided on minigrids of various sites in a cost-effective and reliable fashion. Engage with staff of development agencies and multilateral financial institutions on ways in which their programmes, working in partnership with IRENA, can accelerate the deployment of clean and cost-effective renewable energy technologies , in different regions.
  •     Prepare a variety of papers and presentations, in consultation with colleagues  and experts, to  inform cooperating partners about renewable energy potential in remote locations and to offer practical advice on how that potential could be realized in different regions.
  •     Provide a variety of written products to enhance IRENA’s outreach to potential partners: prepare letters of intent and memoranda of understanding with partners; organize and report on consultative meetings with prospective partners; assist workshops and panels with partners by preparing programmes, summaries and conclusions.
  •     Perform other duties as required.
