About IRENA:
IRENA is an inter-governmental organization, mandated by Governments to promote the widespread adoption and sustainable use of all forms of renewable energy. It facilitates and catalyses sharing of best practices and lessons learned regarding policy frameworks, capacity-building, finance mechanisms and other relevant measures for accelerating and expanding the demonstration and deployment of renewable energy technologies.

The Knowledge, Policy and Finance Centre (KPFC) is IRENA’s central knowledge repository and a centre of excellence for RE policy and finance issues. KPFC collects and analyses data and assess policies, with a focus on finance, policy, socio-economic and environmental aspects, to enable IRENA to act as an advisory resource for its Members and to disseminate information to the public. It is a central repository of IRENA’s internal knowledge to support the work of all divisions and provide critical knowledge products to IRENA’s Members.

In support of IRENA’s mission, the deployment of RE will require substantial new investment with significant private sector participation. This requires appropriate financing. The risk, real or perceived, as well as the limited track record of many RE technologies and of many project developers, constitute barriers to accessing capital for projects. In 2013, IRENA started work with financing institutions to provide a platform for dialogue. The network seeks to address risk issues and possible collaboration between lenders with varying degrees of exposure to RE finance. In keeping with its advisory role, IRENA will continue to analyze existing public and private funding for RE. Work related to the local and regional implementation of risk reduction mechanisms and cost of capital will enhance RE investments, especially in developing countries. IRENA will further and according to its work programme carry out a wide range of other activities related to financing RE.

Job Requirements:
Professionalism:


  • Excellent knowledge in RE finance, project or corporate finance and fund management. 
  • Work experience in risk mitigation, loan guarantees, the private financial sector and RE is a plus; as is excellent knowledge of implementing, monitoring and evaluating projects/programmes in international settings. 
  • Ability to identify issues, analyze and participate in the resolution of issues/problems. 
  • Conceptual analytical and evaluative skills to conduct independent research and analysis, including  familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases.

Qualifications
Education:

  • Advanced university degree (Master’s degree or equivalent) in finance, business administration, management, engineering, economics or a related field. 
  • A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
  • A minimum of five years of progressively responsible experience in financing RE projects, fund management, risk mitigation tools, implementation and management of RE energy or environment related project/programmes at the international level.

Language:
  • Excellent command of both written and spoken English is essential. 
  • Fluency in other languages would be of additional benefit.

Skills:
  • Mastery of Excel is required, skills in financial modeling would be an asset. Good general command of information technology (Word, PowerPoint or similar software) and Internet literacy.


Job Duties:
Under the guidance of the Director, KPFC, and immediate supervision of the Senior Programme Officer - Finance and Private Sector, the Programme Officer RE Finance will perform the following duties:
  •     Participates in the development and implementation of IRENA’s work on RE finance and expand existing work on the efficiency and effectiveness of public funding mechanisms for RE from multilateral and regional development banks, international development finance institutions and relevant bilateral agencies. This work builds on an ongoing mapping exercise of global investment dynamics. Improve and oversee the investment data and contribute to innovative ways to make information available through IRENA’s Knowledge Gateway.
  •     Engages with financing institutions to address risk issues and facilitate collaboration between lenders with varying degrees of exposure to RE finance, potentially leading to new elements of guarantee mechanisms for derisking RE projects. Explore a variety of issues related to risk mitigation frameworks, guarantee mechanisms and innovative financing tools.
  •     Provides substantive support to an innovative policy risk insurance tool for RE, which is being developed with partners. Drive the implementation of this tool, including input into international climate finance discussions and reaching out to IRENA’s membership.
  •     Researches, analyses and presents innovative approaches for reducing cost-of-capital and other transaction costs to make financing RE more cost-competitive, especially, but not only, in developing countries. This work is cross-divisional and will require digging deeper into the availability and utilisation of local capital. It will include benchmarking best practices for financing and adaptation of risk mitigation and financing cost reduction measures.
  •     Provides substantive support to an ongoing public-private partnership on diesel-hybrid mini-grids in three regions with respect to financing mechanisms and business models. This project will enter into its second phase with practical applications for financial deals in selected locations. Finding the right partners to overcome many risk averse financiers will be key.
  •     Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, etc.
  •     Undertakes outreach activities; conducts workshops, and expert meetings; makes presentations on assigned topics/activities and represents IRENA at international conferences.
  •     Perform other duties as required.


IRENA reserves the right to appoint a candidate at a lower level than the advertised level of the post.
